Jin-Roh is a very dark tale set in the riot-torn 1960's Tokyo of an alternate history. A special police force, the Capitol Police Organization (CAPO) has been formed. Within CAPO is the Special Unit which gets the toughest jobs. Some of the men in the Special Unit, according to rumor, comprise a vigilante group called the Wolf Brigade. Conceived by Mamoru Oshii (Ghost in the Shell) Fuse, a member of the Special Unit, broods obsessively about a terrorist girl who blew herself up in front of him. Then he meets the girl's sister and becomes emotionally involved. A happy ending? It's not that kind of movie.

La storia è ambientata in Giappone, negli anni cinquanta di un universo storico alternativo, ed è centrata attorno a Kazuki Fuse, un membro dell'unità di polizia anti-terrorismo di élite dei Kerberos Panzer Cops, dotata di armamento protettivo pesante, detta protect gear, stahlhelme equipaggiato con una maschera per l'ossigeno e la visione notturna, e di mitragliatrici tedesche MG 42. Addestrato a comportarsi come facesse parte di un branco di cani, da cui il nome Kerberos, Fuse è messo di fronte alla propria umanità quando manca di sparare contro una giovane terrorista: la ragazza si uccide facendo esplodere una bomba dinanzi a Fuse. In seguito Fuse inizia una relazione destinata alla tragedia con Kai, una terrorista che finge di essere la sorella della ragazza morta, che incontra mentre si reca sulla tomba della terrorista uccisasi.
