Fresh Horses was intended to creatively rejuvenate Brooks's career; it wound up as his biggest commercial disappointment, with sales of "only" four million. Brooks blamed his record label, but too many of the songs simply weren't as good as those on No Fences and Ropin' the Wind. The traditional country element is almost completely replaced here by uptempo rockers and folk-pop ballads. With its martial drums and droning bagpipes, "Ireland" sounds a lot closer to U2 than George Strait, and not as good as either. "The Fever" grafts rodeo lyrics onto Aerosmith's hard-rock original, while "The Beaches of Cheyenne" is a rewrite of Bob Seger's "Against the Wind" as a cowboy soap opera. "Midnight Cinderella" comes off as playfully lascivious, but "She's Every Woman" features a lyric so cloying that it'd make Dan Fogelberg blush. ~ Rick Mitchell

To be sure, this isn't Garth's BEST album to date, nor does it break any real new ground for the artist. However, three tracks here deserve to be among his all time classics. "To Make You Feel My Love" was a deserved hit from the soundtrack to "Hope Floats" and upends the Dylan classic simply by sounding HONEST and fresh. Even Dylan couldn't manage what Brooks does do well here with this song, which quietly and unforgettably attests to the true meaning of love. "Ireland" the album's closing track is simply breathtaking....sweeping, grand and historical at once, this is the artist at his very best, and shows off his soaring voice in a way few tracks of his have ever done. Besides, Irish-Americans - a core segment of the US population - would be well served to listen and rejoice to this song, as it speaks directly to the Irish soul in a contemporary, magical way. Finally, the best song on the album - and easily one of the artist's best songs of all time - is "The Change." Written in the aftermath of the Oklahoma City bombing, the track serves notice that humanity is not dead - far from it. Its a compelling plea for volunteerism in the face of racism and negativity, and today more than perhaps ever before, stands as a testament to the meaning of true heroism. Beyond that, it's a statement - like John Denver's "What One Man Can Do" - of how one life can save another...whether it be a parent supporting a child, a neighbor looking out for his/her community, or priest serving his/her flock, etc. Nothing he has ever done, with the possible exception of "The River" will prepare the listener for "The Change". The lyrics startle the listener by reminding us that we're all in it together. After the devastation of September 11th, and all that day has taught us and the world about America's resilience and patriotism, this song ought to be freed from its chains as Oklahoma City's anthem, and adopted by Congress as the US's official post 9-11 message...."but its not the world that I am changing....I do this so, this world will know...that it will not change me." As America goes, so goes the world, and Garth captures the essence of our people in this tribute to our heros and our land. "Fresh Horses" may not be universally beloved by all, but these tracks make it an unforgettable experience. None, by the way, are included in "The Hits" but hopefully will show up in a future hits collection by the greatest showman-singer-songwriter of our time. Hat's OFF Garth! ~ Jose R. Perez
