as you probably know the ranks are saved on the steam servers.
So you need a modified steam.exe to rank up instantly.
download file and login ( no need to replace original steam file )
This seems to be a german steam.exe but worked fine on my english copy.
You need this modified .exe just once.
After first gamestart you can launch the game like always before.
If there are any errors - try to install .Net Framework 3.5
